拉薩雷校長面對警察工作難以及時(shí)到位的現(xiàn)狀，再出奇思異想，推出“全民警察”計(jì)劃，由警校負(fù)責(zé)培訓(xùn)社會(huì)志愿者，以加強(qiáng)警民聯(lián)系。于是，馬哈尼（斯蒂夫?古根伯格 Steve Guttenberg 飾）、高塔等六人組以及卡拉漢教官再次受命返回學(xué)校。與此同時(shí)，昔日的教官哈里上尉擔(dān)心志愿者會(huì)影響警察們的工作，對拉薩雷的計(jì)劃唱起了反調(diào)。警察學(xué)校迅速開展志愿者征集，引發(fā)哈里粗暴執(zhí)法的滑板少年等人紛紛加入，全民警察計(jì)劃正式啟動(dòng)，然而拉薩雷因?yàn)橐獏⒓訃H警察會(huì)議，學(xué)校由哈里暫時(shí)接管。持反對態(tài)度的哈里自然不會(huì)給馬哈尼等教官和志愿者們好果子吃，然而一次越獄事件，令志愿者們很快發(fā)揮了所學(xué)……
